Part of the answer is that when someone's plan does not work out, that person typically blames others, rather than himself. Another possibility is that Biden and Harris cannot fix the economy on their own, so they try to keep pressure off of themselves to fix it. A third factor is likely that they promised to do certain things and said that those things would help the economy. Therefore, they focus on the things that they did, rather than if those things actually helped the economy.
