The Fed was created to circulate, distribute and control the money supply. It being a non USA entity means that it controls the monetary policies and not the facial policies. It allows there to be a central bank that controls other banks and to stop the economy from crashing. It was created in secret because many people did not trust bankers in their time. And tbf I prolly wouldn't either lol.
