I think that it's a naive statement. Economic freedom allows for anyone to become that wealthy person. Economic freedom is what's fair, as wealth comes mostly from hard work. If someone wants it bad enough, they know they have to be locked in to get money, and grow on their wealth. Economic freedom is the fairest for all, as work and effort correlate with success.
