How have black markets been a thing for so long? Why hasn't the government shut them down or found a way to make things legal to prevent them?

As much as government can shut down suppliers, they cannot control the demand side as well. Making something illegal doesn't change the fact that people want it, but how much of a cost (measured in risk of getting caught) they are willing to put up. So while demand is reduced, it isn't extinguished.
