So you mentioned that no one can really own the ocean or any pat of it, because there are fish that can go in that area and the like. 

The company Highland Tiles sells single square feet of land in Scotland, so that people can be considered a "Lord" or "Lady".

Do these people who purchase this land technically own this land, even though they have virtually no way to do anything with this land, and people and wildlife can access this land without punishment?

Assuming everything is above board, which it isn't, we could say that people are purchasing a *claim* to that land which is very different than purchasing the land. We see this in other markets were people purchase managed assets.
