The Fed was originally created to avoid panic during times of low money. Many panics occurred during the 1800's, and an end to them was needed. The Fed put a stop to panics by essentially having back up money or be used when necessary.

They were very secretive I believe because of the fear of people's response to the centralization of their livelihood, which was the flow of money.
