The plan to create the Federal Reserve was developed secretly because there were a lot of people who didn't trust banks and centralized financial power at the time.  Many people were strongly against the idea of a “central bank,” and they believed it would give too much control to the wealthy bankers.  If it became known that powerful bankers were directly involved in making the system, it likely would have faced major public backlash and failed. To avoid this, the group met in secret.

This is true. The Federal Reserve was developed secretly because people did not trust centralized banks.
