Both presidents were very pro-tariff. They are politically attractive to people even if they aren't a good idea. They both run on the idea that it protects American workers which is something that is wanted by everyone. They also want to protect major industries and compete with China. They don't have similar ideologies, tariffs are just one of the overlapping ideas in both of their campaigns.
