Does the government care about people's well-being or only about coming out on top?

Who knows? If we are to form arguments, it is best to steel man the opposition. If government policies are hurting people, it is best to start from a place of benevolence. Economic theory points towards some/most government policies hurting people whether or not the politicians voting for the polices are cut throat competitors or not.
