If tariffs cause some items to be higher in price and shipping, why don't stores lower prices to fill the gap of high prices because the shipping is so expensive.

Those stores have to make a profit. If the price they pay to stock the good is higher due to tariffs, if they were to sell it for a lower price, they would not be able to stay in business.
