  1. There are many things affecting current trade deficits, like the gold standard. However, the main point was that America is importing more goods than they export. This is largely because of tariffs. This doesn't automatically mean the economy is doing bad, rather it is a representation of how money is moving.
  2. He describes how in Deuteronomy 15:6 God tells Israel to lend to the nations and not borrow from them. Generally speaking, nations should export more than they import. We are blessed more when we lend to our neighbors rather than when we just borrow from them.

Yes, with the tariffs the economy is trying to find the cheapest way and as a result importing more goods are cheaper.
