Tariffs make companies able to make their prices higher, because even after the raise in price it their product is cheaper than any other alternatives. Some companies are able to make things cheaper in different countries because those countries have different regulations, resources, or skills that make things easier to source from that country. Companies offer politicians money towards their campaign in order for them to produce regulations or legislation that improves their business, and politicians like to do this with tariffs as they bring more money to the Government, fulfill their promises to these companies, and it sounds nice to say they are 'bringing more jobs to the American people'.

Both presidents like tariffs because it supplies more money and creates more control. Lobbying and stuff

Yes, tariffs create control and actually hurts the consumer other than what the tariffs are promised to do.
